MPD says that the boys will be okay. One was shot in the legs and the other in the butt. After having been challenged by an armed security guard at Faircliffe Plaza West, he turned his gun on the special officer. The special officer then fired at the shooter who then got into a silver Jeep and drove down 14th Street. In this insane melee, at least one shot entered an apartment in the Nehemiah Coop across 14th Street. I will report more as information is received. As you are probably aware, Ward One attracts many non-residents who park on neighborhood streets. As a result, residents ? even with residential parking permits ? can't find parking near their homes. The bill would preserve street parking for residents by restricting certain areas to RPP holders only. It would also create a more efficient system for metered street parking in commercial areas. Residents, who pay for RPP, should be able to park close to their homes. This bill expands a program that has been successful in Columbia Heights and on Capitol Hill in Ward 6. Under the bill, I and the Department of Transportation would consult with Advisory Neighborhood Commissions to determine if a particular neighborhood should be added to the pilot program. The bill would also allow eligible households to receive a visitors parking placard for non-resident guests. This program is already in place in Ward 4 and near implementation in Mount Pleasant. I want to hold a hearing to see how the proposal would impact the many areas of the ward with diverse parking needs. The meeting produced several good suggestions for dealing with the issue. It also brought in the recognition that ? while there is no substitute for police presence and action ? we must also address the root causes of crime. For those of you who were not able to make the meeting, we need your help. We need residents who are willing to volunteer at our community centers or connect youths to recreational and job opportunities. You can also help by engaging our young people in the neighborhood with a friendly "hello." This is only the beginning and much more needs to be done. We will have a follow up meeting soon to deal specifically with solutions to these challenges. I hope to see you there. Council passed a bill that will increase affordable housing units in the District. The bill, which I introduced with Council Chairman Vincent Gray, requires final rules for inclusionary zoning practices to be published by December 5. These rules are essential to ensuring developers continue to offer affordable housing. Inclusionary zoning requires developers to designate 8 to 10 percent of housing units for low- or moderate-income families. In exchange, developers are permitted to build more units. In 2006, I supported a law requiring the mayor to implement mandatory inclusionary zoning but no regulations were produced for more than a year. In February I introduced the law that set an April deadline for a draft set of rules. That deadline was met, but final rules have not been issued.
