Message-ID: Dear Friends, Right in front of an MPD crime camera, and in the middle of the afternoon, shots were fired at 17th and Euclid from what has been described as a grey or silver van. It all happened about an hour ago. The vehicle itself might be the same vehicle that was abandoned about the same time at 14th and Girard. No one was hurt. I have just returned form the scene, where I was joined by ANC Member Wilson Reynolds. With this shooting, the relative calm in the last few weeks in feuding between several crews---17th and Euclid; CTU/Girard; Hobart Stars---seems to have come to an end. Reports vary on the number of shots fired, from 6-9. Police told me that most of the shots appear to have hit the pavement going west on Euclid. Target is unclear, but some reports are that several people (who fled) were standing in front of 1701 Euclid at the time. We have also been enjoying relative calm on that very corner, compared to what it was like a year or so ago. The crew that gathered there for many years has been largely dispersed to points elsewhere in the city. Police are examining the silver van at 1432 Girard, and of course, hopefully, the findings of the crime camera. More information as it is revealed. Please pass thsi along. My bill was joined by ten other Councilmembers. The Council unanimously passed a bill on December 19, 2006 requiring that every housing development larger than 10 units include affordable housing. This requirement is called inclusionary zoning. Although the bill was passed more than a year ago, we are still waiting for the Mayor to implement the law. Today's bill sets a deadline for the Mayor to implement inclusionary zoning and would give the Council an opportunity to review the proposed regulations. This is the District's only housing program that has the potential to provide affordable housing in all areas of the city. We cannot wait any longer. The longer we delay in implementing inclusionary zoning, the more opportunities we lose. Bests, Councilmember Jim Graham -- I typically answer emails before 9 AM on weekdays. Message-ID: Dear Friends: On January 30, I am holding a hearing to discuss new tools to reduce significant parking and traffic impacts in Ward 1 and Ward 6. I have scheduled this as an *evening* hearing in order to make it possible for people to attend. The District will see two grand openings in March, 2008. First, Columbia Heights will see over 500,000 square-feet of new retail development and more than 1,000 new apartments. Shortly thereafter, Southeast DC will see the opening of a new ballpark, with thousands of visitors for each of the 81 home games. Both of these developments will increase congestion and parking problems in those areas. The hearing will discuss these new parking problems along with a bill that gives DDOT tools to respond to these unique transportation challenges. It will be held in Room 412 of the Wilson Building, 1350 Pennsylvania Ave NW. The hearing will begin at 5pm with DDOT presenting their latest data on traffic and parking impacts around Columbia Heights. This is a follow-up to the hearing I held on this topic on December 17, 2007. DDOT will also discuss the latest timeline for street improvements and other solutions. DDOT will then testify about the details of the new parking initiatives bill. Thereafter, we will hear testimony from the public. Tools proposed in this new parking initiatives bill may help DDOT address the parking and traffic challenges in Columbia Heights and at the new ballpark. Some of the tools under consideration include: ? Customized RPP hours and zones to better protect residential parking ? Improved visitor pass programs ? Market-rate pricing for commercial meters ? Increased parking enforcement and fines ? Taxi zones to reduce the number of cruising taxis If you would like to speak at this hearing, please call (202) 724-8195 no later than 5 p.m. on Tuesday, January 29. On January 30, I am holding an evening hearing to discuss these tools. Please plan to attend after work. The hearing will be shown live on channel 13, immediately following an earlier hearing. The hearing will begin at 5pm with DDOT presenting their latest data on traffic and parking impacts around Columbia Heights. Over 500,000 square feet of new retail development and more than 1,000 new apartments will open by early March 2008 (located at 14th and Irving St, NW). This is a follow-up to the hearing I held on this topic last December. DDOT will testify about the details of a bill to provide new tools for addressing traffic and parking problems associated with the opening of the new ballpark. Since the neighborhoods in Columbia Heights and the area around the new ballpark will both experience significant increases in congestion and parking, the tools in this bill may be useful at both locations. We are trying to find ways to protect parking for residents without cost increases for residents. Some of the tools under consideration include: ? Customized RPP hours and zones to better protect residential parking ? Improved visitor pass programs ? Market-rate pricing for commercial meters ? Increased parking enforcement and fines ? Professional historians work with the neighborhood to develop the narrative on each subject and to create the finished Heritage Trail. The District Department of Transportation, the Office of the Deputy Mayor for Planning and Economic Development, and the US Department of Transportation, funds the Washington, DC Neighborhood Heritage Trails Program.
