I also want to gratefully acknowledge the strong support all the initiatives, including those in this email, received from Mayor Adrian Fenty and Chairman Vincent Gray. I worked from my chairmanship of the Committee of Public Works to strengthen DC government services in various ways that are important and relevant. The new budget provides new funding for improvements in public works and city services throughout the District...and we continue and expand the DPW program for permanent jobs for ex-offenders I created last year. All of this has merit but I consider the jobs effort to be especially contributing. This additional $2 million will be money very well spent. We have so many of our men and women returning, jobless, from imprisonment who all too often lapse back into the old ways. A fresh opportunity to put one's life back together, with a regular pay check and work is the key for the lives of lot of people and their families. And to the rest of us who, in consequence, will have just a bit better measure of safer and cleaner neighborhoods. Thus, we have added 40 new FY09 positions--targeted to ex-offenders--to the 28 already created in this year's budget, for a total of 68 permanent, fulltime jobs in the alley cleanup, graffiti removal, and other public works programs at the Department of Public Works. In addition, our committee found $2,000,000 to provide temporary space for the Mt. Pleasant/Petworth and Francis A. Gregory/Washington Highlands libraries. These libraries, and their important services, would otherwise cease since they are scheduled to close for repairs. The libraries circulate thousands of books per year, and maintain several specialty collections--such as the Spanish-language section in Mt. Pleasant and the African American Studies collection in Petworth. This funding ensures continued library services at temporary locations. We also focused on much needed streetscape and alley repairs throughout the city. The Committee on Public Works recommended, and the Council approved, $3,000,000 to repair our city's aging alleyways. The funds will be divided equally in all wards, beginning with alleys in the poorest condition. $2,000,000 will go to the Brookland Streetscape plan, with instruction to begin in FY09. $3,700,000 will go to the 18th Street/Adams Morgan Streetscape plan. This long overdue construction, which would have been delayed until 2011, will now begin in FY09.
