The adjacent buildings were emptied and remain so at this time so that the structural stability of 2627 can be assured. Thank God that the 3 impacted buildings were emptied without injury. Two firefighters sustained minor injuries. As recently as just minutes ago, four cats and a dog were rescued from 2627. This fire does raise serious questions about the water pressure. I have spoken with both Fire Chief Rubin and WASA administrator Johnson. WASA is now investigating the water pressure to see whether there is a problem. But Fire officials have told me on the scene that the absence of the proper level of water pressure impacted their ability to fight the blaze. It may be the case that very old 8 inch water mains and a concern that increased water pressure might have led to water main breaks, contributed to this situation. This morning, we should have a better idea of what happened on the question of the water pressure issues. We do know that the Fire fighters had to stretch a hose some 2000 feet to the other side of Connecticut Ave in order to obtain the water they needed. One two separate dates--September 16 and September 20--but just four days apart the tenant called 911 to report an unconscious man in his apartment. In both cases, the individual was unconscious but dead on scene, there were no visible signs if trauma or foul play and each person had been invited into the apartment by the tenant. Police executed a search warrant, and are treating this as highly suspicious. They are awaiting further medical reports. The first death involved someone who was 26 years old, and the second someone who was 45 years old. That is all there is to say at present. Four years ago today, October 9, 2003, I remember with horror the shoot out between two gangs across 16th Street. The shooting left one young man killed and a bus driver shot while driving his bus. I remember Chief Ramsey's quick and decisive action. Since October 9, 2003, there has been only one Latino gang related homicide in the District of Columbia which occurred this April, 2007. The GIP model has proven more effective than any other MPD initiative I am aware in my nine years on the Council. It is MPD led with a strong enforcement component and at the same time relies heavily on street intelligence obtained through strategic partnerships with community organizations. It has proven to be a partnership that works and has been modeled throughout the country. As you know, we have a crisis on our hands in dealing with up to six or ten different crews in Ward One. We have young people killing, shooting, stabbing each other almost on a daily basis all within a few blocks of each other. I am calling on you and Mayor Fenty to expand the current GIP unit so it can begin to apply the same level of coordinated enforcement and prevention / intervention strategies to African American gangs that has been so successful in reducing Latino gang violence. I understand the crews operate differently from the Latino gangs. However, I am confident the GIP and its community partners are well versed in those differences and will make requests for the appropriate resources as they did in GIP. We need to expand the current GIP Unit to include at least one detective and three MPD officers identified by the GIP and its community partners. Please advise what steps might be taken here and soon. Fresh in my mind is the vigil I attended just last night at Boys and Girls Club #10 for a 14 year boy who was shot dead a few days ago at Colorado and 14th, and whose grieving mother lives on Clifton Street. But I feel the need to bring more people into this discussion. I very much appreciate your promise for an MPD plan for the increased security needs at 14th and Irving developments. And I hope you will accept my advise and expand the Gang Intervention Partnership to African American gangs (both of these have been the subject of email proposals form me this week). Yesterday I attended the very emotional funeral for 15 year old Jonathan Franklin, Jr, who was shot dead at Colorado and 14th Street a few days ago. Mr. Franklin had many connections to Ward One, he had played at the Boys and Girls Club and his family lived nearby. Two days earlier I spoke at his vigil on the 1400 block of Clifton. In the past 7 days, there have been probably 100 shots fired in various streets in this Ward--700 blocks of Hobart/Columbia, 17th Street, Fairmont, and so forth. Columbia had more shots on the weekend and yet, amazingly, police had not been beefed up from the earlier shooting! It is a serious mistake that so little information has come from MPD. I have asked repeatedly for details, and all I am getting is the bare bones of the number of shots fired, and the number of persons injured. I don't have new deployment numbers, or any details on detective work. What can we do about this? This is very frustrating and dangerous. What we are doing at present is NOT working. But I feel the need to bring more people into this discussion. I very much appreciate your promise for an MPD plan for the increased security needs at 14th and Irving developments. And I hope you will accept my advise and expand the Gang Intervention Partnership to African American gangs (both of these have been the subject of email proposals form me this week). Yesterday I attended the very emotional funeral for 15 year old Jonathan Franklin, Jr, who was shot dead at Colorado and 14th Street a few days ago. Mr. Franklin had many connections to Ward One, he had played at the Boys and Girls Club and his family lived nearby. Two days earlier I spoke at his vigil on the 1400 block of Clifton. In the past 7 days, there have been probably 100 shots fired in various streets in this Ward--700 blocks of Hobart/Columbia, 17th Street, Fairmont, and so forth. Columbia had more shots on the weekend and yet, amazingly, police had not been beefed up from the earlier shooting! It is a serious mistake that so little information has come from MPD. I have asked repeatedly for details, and all I am getting is the bare bones of the number of shots fired, and the number of persons injured. I don't have new deployment numbers, or any details on detective work. What can we do about this? This is very frustrating and dangerous. What we are doing at present is NOT working. Yes in 2003 you did offer your office space in the Reeves Center , but members can't sleep there after late patrols and we cannot call it our own space. I know for a fact with an office (store front) we can recruit and train volunteers to work with the police and the community. Because the Guardian Angels dare to care and we believe in us and we, not I and me, we can teach the community why it's important to report crime and to get away from the don't snitch campaign which makes us prisoners of our community. In fact, I am constantly telling people that you are one of the best Councilman I have every known. You have always been the force of making positive things happen, not just in Ward 1, but the city. The Mayor had three choices. He could have stayed with the current zone system, switched to meters, or he could have switched to a system that used zones but calculated the fare by computer. Senator Carl M. Levin (D-Mich) passed a federal law requiring the District to switch to meters if the Mayor did not opt-out of the federal law. I recommended that the Mayor opt out so the District had more time to consider our options. I did not feel it was appropriate for the fare system to be decided by a lawmaker from another state. I understand what the Mayor had to do here today by switching to meters but I hope that Senator Levin and his staff can return now to the issues in Iraq. A three year car was taken to Children's Hospital where she died as a result of the collision. Three young women in their thirties all sustained injuries. The bill was unanimously passed by the Council. Up to this point, it was unclear whether or not it was the job of WASA or the fire department to test and maintain fire hydrants. The bill clarifies this responsibility by requiring the WASA Board to lead this effort. The bill also requires fire hydrants to have reflective bands to clearly indicate their water pressure. The bill directs the WASA Board to develop a plan to ensure all of the fire hydrants in the District of Columbia have adequate water pressure. "Without this clarification," said Graham, "there was confusion between the agencies." Earlier this month in Adams Morgan, the fire department was unable to put out a fire because of a lack of water pressure. The firefighters had to fight the blaze for more than six hours, even though they responded within 1 minute and 48 seconds of the first 911 call. Firefighters were left scrambling to find a fire hydrant with enough water pressure. Councilmember Graham heard testimony from WASA and the fire department during an October 4 public hearing. "Testimony clearly demonstrated a lack of coordination," said Graham. The stabbing involving two assailants occurred outside the restaurant. Police were on the scene immediately, as well as Medic Unit which was returning to the firehouse at 14th and Newton. Fast action may save the victim's life. AT last report (30 minutes ago) he was still in surgery at Medstar. MPD states that there were no arrests, no suspects. Police are looking for two Latino males aged 18-22. I have already thsi morning asked Chief Lanier to review this establishment for possible license suspension under her emergency powers. El Salvadoreno has had a great deal of violence associated with it. In June 2006, its license was suspended for 60 days (30 days stayed) and a $7,000 fine imposed. The basis for that action by the ABC board was a total of 10 criminal incidents over an 18 month period--including stabbing, assault with a bottle, mace, security guard assaulting patron, sale to minor &c. It has been the subject of numerous neighborhood complaints. I am further troubled by the fact that the restaurant closed and locked its doors, and refused entry to MPD after the stabbing. MPD did not force entry. I spoke to the officer on the scene and he stated to me that he could see people in the restaurant at the time he was refused entry. We may need clarification of this issue, although with a crime committed it would seem to me that MPD had all the authority it needed to forcefully enter the premises to interview witnesses and obtain evidence. I have questioned why MPD did not secure the place and seek a warrant for a search. We are checking this now. It was built on what had a been for many years a vacant lot. More than 70 units of all affordable, low income quality housing for seniors makes a real statement about the heart of our community. Built directly adjacent to the Col Hts Metro, on the 1300 block of Irving, seniors will have ready access to all of the offerings of the revitalized Columbia Heights. The project, which was initially conceived by Chris Donatelli as part of the original competition for the major DC gov parcels at the Metro sites, was built with the support of the Archdiocese and Victory Housing, a nonprofit organization. (Several years ago, Victory Housing rehabilitated the Park Fair apartments at 1611 Park Road...a property that was in serious state of neglect and one of the original "hot properties" dating back to 2000.) The Mayor, Council Chair Vince Gray, the Archbishop, yours truly and many others were present for the ribbon cutting. Congratulations to everyone who made thsi happen.
