I appreciate all the work that ANC member Mindy Moretti has put into this. Bests CM Jim Graham DOG PARK REGULATIONS Dear Friends, Three years ago I worked closely with the ANC 1C and key community groups (particularly AMDOGS) in establishing a pilot dog park at Walter Pierce Park. It was established as a result of an exhaustive round of community meetings that demonstrated a high level of community support. Since this action, many of the issues that had previously plagued Walter Pierce Park such as confrontations between children and dogs, wear and tear on the multipurpose field, uncollected dog waste, etc. - have all but disappeared from the park, replaced with camaraderie and good will. Based on the success of the pilot, I'm proud to have authored a law passed by the Council directing the Department of Parks and Recreation to establish other dog parks. DPR has developed a fair measure of proposed regulations. These regulations need some revision and I have listed my recommendations below. I am also recommending that the dog park at Walter Pierce be grandfathered in under the proposed new rules. Here are our recommendations to the proposed DPR regulations: 1. Dog Exercise Areas should be located where the owners of all the residences and businesses within 200 feet of the proposed site have given written consent. I am recommending the distance should be measured from the building entrance to the dog exercise area entrance. 2. All efforts should be made to identify a water source at the dog exercise area, but this shouldn't be required. 3. I do not support requiring sponsor groups to obtain 501(c)(3) non-profit status. Very few cities make this a requirement. 4. DPR should obtain a list of all the licensed dogs within a 5 block radius from the Department of Health / Division of Animal Disease Prevention. The sponsor group should be able to obtain this information as well. 5. To the best of our knowledge, other venues such as children's play areas and restaurants, the Department of Health does not require certification that the area is rat free for a 5 block radius. No such requirement should be required of dog exercise areas. With these changes, I am hopeful dog parks across the city will be as successful as the one piloted here in Ward One. Harry Wardman, whose buildings still stand throughout the city, developed the four-story, red brick structure at 3501 14th St., N.W., built in 1910. A former tailor and stationery seller, Bernard Danzansky had established Danzansky Funeral Home at 1304 Eighth St., N.W., in 1920. Three years later, he purchased two 14th Street buildings, joining and restructuring them as a funeral home and family residence. The funeral home remained there until the late 1970s, when it moved to Rockville just a few years after merging with Goldberg's Funeral Home, founded in 1945. The Washington Urban League purchased the building, now privately owned. The D.C. Preservation Board, which applied for the historic designation, is seeking similar status from the National Register of Historic Places. The status will require renovations and structural changes to be approved. More than that, it places both the building and the neighborhood in the context of the growth of Washington's Jewish community. These are the types of places that move in to malls on the decline, not malls under construction. We have an opportunity to start with a great retail area with a healthy spectrum of goods and prices. It should also be noted that Kenyon Square and Highland Park are also capable of hosting retail higher up the scale and could have provided the dedicated parking for a WholeFoods. It's not the leasing agent at fault but the counter-productive scape-goat poltics of this community that is undermining us. Until we change our approach we will not achive our objectives. A most definite congratulations for a job well done goes to the ABC Board, Chuck Burger, Chairman, and ABRA Director, Maria Delaney and, of course, the Office of the DC Attorney General. Each Heritage Trail begins with the collection of stories and photographs from neighborhood residents and organizations. The District Department of Transportation, the Office of the Deputy Mayor for Planning and Economic Development, and the US Department of Transportation, funds the Washington, DC Neighborhood Heritage Trails Program.
