Mayor Fenty and MPD Chief Lanier were on the scene as well. A young male was shot in the chest and killed. Another male was wounded in the arm and leg. MPD said "numerous" shots were fired. Drugs were found on the scene. No positive identifications were available as yet. MPD has a camera in that block, and there are various private cameras on buildings. Hopefully they will produce evidence. In addition, I am told that there are two persons who drove the wounded man to the hospital. Both of them are being questioned. I am told that there had been an officer and car assigned to thsi block, and they were on duty tonight until they were called away due to the tragic assaults in Southeast earlier in the evening. I introduced emergency legislation early this week to move these properties along. These properties, at long last, will finally be renovated: - 1915 6th St, NW - 902-904 T St, NW - 744 Harvard St, NW - 1428 Perry Pl, NW In 2004 there was a horrendous fire at 1428 Perry Place, NW. I know this because I was there. In September of that same year Home Again seized the property through eminent domain. A year later DCRA issued fines for housing code violations. Another year after that a developer was ready to begin construction -- with work permits ? but still nothing. Three years went by and the property was still in a state of disrepair. Why? There were several missteps and Home Again missed a deadline. 744 Harvard St, NW was another headache for neighbors in Ward One. Since 2002 neighbors have endured increased vermin and water damage because of the disrepair. This began over 5 years ago! I argued with the Fire Marshall on the steps to shut this building down ? so it's been a long hard fight. Again, year after year went by -- and nothing. Message-ID: Dear Friends: The groundbreaking for the new Senior Wellness Center on Georgia Avenue is here! The groundbreaking will be held on Friday, June 15 at 2:30pm at 3531 Georgia Ave, NW. The center will help seniors in Ward One maintain their independence and stay healthy. It's been a long haul on this project. I have worked on acquiring the property and the subsequent public use since I took office in 1999. The process involved a complex tax sale, made more difficult by a bankruptcy proceeding. The District Government finally obtained title in 2004. Since then, I have worked diligently to identify the necessary funds for the project. The Center design, itself, has benefited from the engagement and talents brought to the project by the DC Office on Aging. The Senior Wellness Center will be 10,000 square feet and will meet Green Building standards, hopefully at the silver level. It will open in 2008 and provide classes in nutrition, smoking cessation, and other health topics. I look forward to seeing you there! A toy store, Cosi (for salads), a specialty food store, more restaurants, movies, bowling alley, etc would bring life to the area. Short-term tax incentives, if necessary, for the right tenant would seem to be a good investment for long-term viability of the entire project. Message-ID: Dear Friends: At about 2:40 AM, an as yet unidentified person was shot inside Steak and Eggs (aka Joe's Restaurant) at 1938 9th Street NW. (Steak and Eggs does not serve alcohol.) He was transferred to a local hospital where he died. According to police report, the killing occurred after an argument with another person. There is an MPD crime camera at 9th and T, and it is being downloaded for possible evidence. This 24 hour restaurant is notorious and dangerous. I am including in this email a prior email string (which I have edited) for the shootings that occurred here in March of thsi year. At that time, two men were shot and wounded in this restaurant. It has long been the subject of neighborhood concern and complaint concerning drug use and what is clearly a magnet for violence. Cmdr McCoy then detailed the significant number of police calls to thsi address (see below). Following the March shooting, it was shut down for a period of days. But has since reopened, apparently under this new name of Joe's Restaurant. In an email (see below) dated March 20, I called upon DC Attorney General Singer to examine whether the drug nuisance law could be used to close the place down. (Ms Singer, what happened to that request?) I am repeating that call for action now, and also including the DCRA Director, Linda Argo, to review and revoke the certificate of occupancy. There may even be a criminal pattern here, of the shooter waiting for persons to arrive and then entering the business to shoot them...since that is what appears to have happened thsi morning and back in March. We need to take action before there is even more violence at this location. He was transferred to a local hospital where he died. According to police report, the killing occurred after an argument with another person. There is an MPD crime camera at 9th and T, and it is being downloaded for possible evidence. This 24 hour restaurant is notorious and dangerous. I am including in this email a prior email string (which I have edited) for the shootings that occurred here in March of thsi year. At that time, two men were shot and wounded in this restaurant. It has long been the subject of neighborhood concern and complaint concerning drug use and what is clearly a magnet for violence. Cmdr McCoy then detailed the significant number of police calls to thsi address (see below). Following the March shooting, it was shut down for a period of days. But has since reopened, apparently under this new name of Joe's Restaurant. In an email (see below) dated March 20, I called upon DC Attorney General Singer to examine whether the drug nuisance law could be used to close the place down. (Ms Singer, what happened to that request?) I am repeating that call for action now, and also including the DCRA Director, Linda Argo, to review and revoke the certificate of occupancy. There may even be a criminal pattern here, of the shooter waiting for persons to arrive and then entering the business to shoot them...since that is what appears to have happened thsi morning and back in March. We need to take action before there is even more violence at this location. After the last shooting, we looked at the calls for service at the Steak & Eggs. There was only one call related to drugs and no other evidence that it met the definition of a drug nuisance. We turned our attention to other means of enforcement. My staff asked DCRA and DOH to inspect for health code, building code and licensing compliance. I am told they checked out on all. We are looking urgently again at other enforcement strategies and are examining again the calls for service from MPD since March. I believe that DCRA is planning to reinspect, and we will see what that turns up. We also are looking also at legislative changes that might give us more authority going forward.
