Message-ID: Dear Friends: Yesterday the owner of this restaurant, Joseph Vamboi, called me to tell me that he had decided to close the business, and move on. He stated that he did not feel safe going there, nor did his employees...after three people had been shot, one dead, INSIDE the place in less than four months. This restaurant--as those who live and work nearby will tell you--has been the course of great complaint for years, even predating the ownership by Mr. Vamboi. There are numerous allegations of problems within the establishment. Like other problem establishments, it has been for sometime a magnet for violence. (Certainly, if this place had had a liquor license, with people shot on the premises, the Police Chief would have shut it down in the first incidence in March of this year. And the ABC Board would have probably commenced revocation proceedings. But no liquor is served here.) He was transferred to a local hospital where he died. According to police report, the killing occurred after an argument with another person. There is an MPD crime camera at 9th and T, and it is being downloaded for possible evidence. This 24 hour restaurant is notorious and dangerous. I am including in this email a prior email string (which I have edited) for the shootings that occurred here in March of thsi year. At that time, two men were shot and wounded in this restaurant. It has long been the subject of neighborhood concern and complaint concerning drug use and what is clearly a magnet for violence. Cmdr McCoy then detailed the significant number of police calls to thsi address (see below). Following the March shooting, it was shut down for a period of days. But has since reopened, apparently under this new name of Joe's Restaurant. In an email (see below) dated March 20, I called upon DC Attorney General Singer to examine whether the drug nuisance law could be used to close the place down. (Ms Singer, what happened to that request?) I am repeating that call for action now, and also including the DCRA Director, Linda Argo, to review and revoke the certificate of occupancy. There may even be a criminal pattern here, of the shooter waiting for persons to arrive and then entering the business to shoot them...since that is what appears to have happened thsi morning and back in March. We need to take action before there is even more violence at this location. Last month, these recruits were very well received and helpful following the murder of Terry Cutchins. The supplementary police presence assisting regular officers will hopefully help deter the use of dangerous, illegal fireworks. The use of recruits as supplements should lead to a greater sense of public safety in our neighborhoods. As many of you are already aware, a 7-year old boy was injured this past weekend in Columbia Heights when a firecracker exploded near his face. My bill requires a permit for the display of fireworks and provides a civil penalty for illegal possession or use. The bill also provides a civil penalty for the sale of fireworks. In 2005, an estimated 10,800 people were treated in U.S. emergency rooms for fireworks-related injuries. During the months surrounding Independence Day, about 45% of the injuries were sustained by children 14 years and younger. According to the National Fire Protection Association and the Center for Disease Control, the safest way to enjoy fireworks is to leave fireworks displays to professionals. Red Rocks Pizzeria opened tonight and I wept like a baby I was so happy. Before I get to the restaurant let me just say that I think RedRocks represents all that is good and positive about development in Columbia Heights and Petworth. I sat outside and witnessed true diversity. There were Latinos, Whites, Blacks, young and old(er) and plenty of babies. I even spotted Petworth's very own Bill Crandall and family. It almost felt like a community get together. You could just sense how happy everyone was. Like they had been waiting so long for something like this to come along. And it didn't disappoint. Of course, there were some minor issues that need to be worked out but on opening night it is to be expected and overall I felt that the experience was sublime. I started off with a delicious glass of Chimay beer which tasted like what I can only imagine beer tastes like in heaven. I ordered the Napoli pizza which came with anchovies, basil and all the good stuff. For 10 bucks it was delicious and plenty filling. But I think it is the combination of great food and great atmosphere that made the experience so pleasant. I honestly feel like that is the type of restaurant people have been dreaming about. And for the first time in a long time our dreams have finally come true. It is simple but classy, cheap but delicious. Government Recently Voted To End Mandatory Road Tests For Older Drivers WASHINGTON, D. C. (Friday, July 20, 2007) - A controversial road test requirement for senior drivers licensed in the nation's capital provoked widespread outrage among more than 16,000 drivers 75-years-old or older who were fearful of losing their driving privileges. Earlier this year the District of Columbia Council voted to end the practice. However, some critics openly questioned whether Washington Mayor Adrian Fenty and Councilmember Jim Graham (D-Ward One), the chief architect of the bill ending the road tests, had bowed to political pressure from the District's aging and growing population of older drivers. Until then, Washington, D. C. was one of three jurisdictions requiring road tests for older drivers. Now a new study shows that drivers 65 and older are just one-third as likely as drivers 15 to 24 to cause auto accidents. The study, conducted by the RAND Corporation, also shows that older drivers are not much more likely than drivers 25 to 64 to cause accidents. "Contrary to popular opinion, older drivers are relatively safe drivers. Our own research has proven this time and again. In point of fact, senior drivers are far safer drivers than most people think, as the newest study shows," said John B, Townsend II, AAA Mid-Atlantic's Manager of Public and Government Affairs. "As we discovered during the recent debate on mandatory road tests for older drivers in the District, the driving ability and limitations of senior drivers are very sensitive topics. We did not support the mandatory retesting of drivers based on age alone. We believe this new study validates the wisdom of the decision to end this practice in the District." The RAND study concedes, however, that because of their "greater frailty," older drivers are "much likelier than other drivers to be seriously injured or killed when involved in an accident." Moreover, the study noted that "in response to an aging driving population, many states have imposed more stringent licensing requirements." During the contentious debate on the issue in the District, AAA Mid-Atlantic supported the Graham Bill and testified in its behalf. Coincidentally, the Graham bill does not affect the eye test required of drivers 70 or older. The bill still allows the DMV to require a reaction test and a medical certification of mental and physical competency. "In fact, what this study and other research suggests is that drivers with the least amount of experience, namely teenagers, are far more dangerous to themselves and others than senior drivers," Townsend noted. "What is more, the study found that drivers under 25 are 188 percent likelier than adult drivers to cause an accident. Yet the senior driver is the one who is getting the bad rep. Older drivers, no matter how gracefully they age, are resentful of the insinuation that they are in a state of decrepitude." " Even so, when looking at specific traffic safety criteria, those 65 years old and older are some of the most responsible drivers on the road," added Townsend. What is more, according to the Mid-Atlantic Foundation for Safety and Education: * Knowing their limitations, seniors drive less overall, drive less at night, and less in inclement weather. * Seniors kill fewer motorists and pedestrians than drivers of any other age group. * Seniors have the lowest crash involvement rates per licensed driver. * Seniors have the lowest rate of crash involvement rates involving alcohol impairment. * Seniors have the highest rates of seat belt use among adults. Conversely, motor vehicle crashes are the largest killer of those between the ages of 15 and 20, with over 6,000 fatalities each year. According to the National Highway Traffic Safety Administration (NHTSA), teen drivers have the highest crash risk of any age group, and per mile traveled, they have the highest involvement rate in crashes (from crashes involving property damage only to crashes that are fatal). Research conducted by AAA in April found that 61% of teen drivers admit to engaging in risky and dangerous behaviors while driving. Done in conjunction with Seventeen magazine, AAA surveyed over 1,000 16- and 17-year-old drivers. Among the 61% of teen drivers engaging in risky driving behaviors: * 51% talk on the cell phone while driving * 32% send text messages while driving * 43% read text messages while driving * 66% exceed the speed limit by 10 mph or more * 11% have driven after drinking alcohol or using illegal drugs * 58% drive with their friends in the car Although senior drivers take more safety precautions when driving than their younger counterparts, because of their frailty and health issues, senior drivers are more likely to die or receive serious injuries as a result of an automobile crash. According to the RAND study, senior drivers are almost seven times more likely than young drivers to die in a two-car accident. Older drivers experience physical changes that can affect driving ability including changes in vision, reaction time and flexibility. As these skills slowly deteriorate over time, it is imperative drivers to "self-check" their driving skills on a regular basis. In 2005, AAA released AAA Roadwise Review(r), a CD-ROM testing eight areas necessary to driving safely. AAA Roadwise Review(r) also includes personal feedback and suggestions to help elderly drivers make more informed driving decisions in the privacy of their own home. After some Columbia Heights residents raised a stink about the discount retailers at the DC USA shopping center and campaigned in vain for a Whole Foods, there's something they can be happy about: an organic grocery store, Richmond-based Ellwood Thompson's, could be coming to the neighborhood in 18 months. While the Express' FreeRide blog said the store will only move into an eco-friendly Leadership in Energy and Environmental Design (or LEED) certified building, we contacted company spokesperson Lesley Johnson, who told us that "Ellwood Thompson?s preference is to be located in a green or LEED-certified building, but we will consider other locations in Columbia Heights if a green development isn?t available." When asked about the DC USA shopping center at 14th and Irving Streets NW, which appears not to be LEED-certified, she said "We?ve seen the DC USA site. It?s a great location and we?re definitely interested." She added the store is looking to rent and probably would not build their own facility. Johnson also said "we've heard some mention of" the residents' campaign for a Whole Foods. The store, which has only one location in Richmond, carries mostly organic produce and tries to purchase from local farmers and suppliers. It carries free-range and organic meat and doesn't carry products with certain chemicals or high-fructose corn syrup. When asked to compare the store with other grocery stores, Johnson cited the "ease of shopping" at Trader Joe?s and the "focus on freshness and quality" of Whole Foods. Just browsing the store's website, it reminds us of an organic version of Rodman's or a super-size Yes! or My Organic Market. The Ellwood Thompson's, My and Yes! websites are so similar because they're all hosted by the same company. Johnson said Thompson's should have a new website in a month or so. Very successful chain that supports local growers and organic produce. If I'm right that Ellenwood and Henry's are similar style stores, this would be a very positive thing for Columbia Heights. This style of store offers such a unique product selection that customers will come from all over the city to get the things that they will only have to offer. It might even draw customers away from the WF clientele that go down to P street. I'm sure they could turn the huge footprint in DCUSA to a combination store/public space for farmer's markets and other health events. When asked to compare the store with other grocery stores, Johnson cited the "ease of shopping" at Trader Joe?s and the "focus on freshness and quality" of Whole Foods. Just browsing the store's website, it reminds us of an organic version of Rodman's or a super-size Yes! or My Organic Market. The Ellwood Thompson's, My and Yes! websites are so similar because they're all hosted by the same company. Johnson said Thompson's should have a new website in a month or so. Is anyone else interested in mounting the sort of compaign that Logan residents used to get Whole foods? They seem to be exactly the kind of local, unique outlet that folks have been wanting. They would complment the existing theaters, Gala and Rorschach, and the music and film offerings at Mayorga and Wonderland. And despite peolples feelings about big boxes, Target has been a sponsor of Gala at least, so we could perhaps help persuade them to sponsor Warehouse as well. Phil Sobutka From DCist: http://dcist.com/2007/06/25/warehouse_annou.php June 25, 2007 Warehouse Announces Closing Dates The curtain over the Warehouse Arts Complex that we've watched being pulled down by enormous tax hikes and aggressive developers around the new Convention Center is, sadly, finally scheduled to fall, at least in part. City Desk reports today that the Warehouse Next Door, site of off-the-wall, sometimes experimental music events, as well as the Bar & Cafe will close for good on July 30. The venue takes its usual summer break over August, and will reopen its theater and art gallery come September, as Paul Ruppert tells us, "because running the theater and gallery require less day-to-day participation than the cafe and the daily music shows, and we need to spend our energies searching for a new location." The Rupperts are keeping their ears to the ground, talking to anyone with information about a possible new home, and recently looked at places in Bloomingdale and Columbia Heights this past weekend. No doubt we're taking this especially hard. Less than 12 hours ago we had a successful photographer's meet-up in the Bar & Cafe, held at the Warehouse so we could reminisce over our first amazing gallery show and how the photographers fell in love with the character-filled house that barely held us up on its old wooden floors. You might want to clear your calendar for July, when the Fringe Festival starts up, as the Warehouse plans on hosting over 100 performances over the week and a half run, and check back in September for a slew of shows for their last season on 7th Street.
